Congregations and faith-based organizations have become key participants in America’s welfare revolution. Recent legislation has expanded the social welfare role of religious communities, thus revealing a pervasive lack of faith in purely economic responses to poverty. Charitable Choices is an ethnographic study of faith-based poverty relief in 30 congregations in the rural south. Drawing on in-depth interviews and fieldwork in Mississippi faith communities, it examines how religious conviction and racial dynamics shape congregational benevolence. Mississippi has long had the nation's highest poverty rate and was the first state to implement a faith-based welfare reform initiative. The book provides a grounded and even-handed treatment of congregational poverty relief rather than abstract theory on faith-based initiatives. The volume examines how congregations are coping with national developments in social welfare policy and reveals the strategies that religious communities utilize to fight poverty in their local communities. By giving particular attention to the influence of theological convictions and organizational dynamics on religious service provision, it identifies both the prospects and pitfalls likely to result from the expansion of charitable choice.

It is the thesis of this study that in Calvin's theology, poverty and affliction–not splendor and glory–mark and manifest the kingdom of God on earth. Poverty makes the kingdom visible to the eyes and therefore recognizable as divine. Poverty acts to reveal or disclose that which is spiritual, or that which is «of God» in the Christian faith. This does not mean that Calvin sees the condition of physical poverty as revelatory in and of itself. Rather, poverty and affliction function as agents of divine revelation. They are a condition or a chosen instrument God uses to disclose to humanity the nature of true spirituality, godliness, and poverty of spirit. How this is demonstrated in Calvin's thought depends upon the specific doctrine under examination. This study explores three particular areas in Calvin's theology where his theological understanding of spiritual poverty and physical poverty (or affliction) intersect–his Christology, his doctrine of the Christian life, and his ecclesiology.

Kathleen Pickering Welfare Reform in Persistent Rural Poverty


Since the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 was enacted, policy makers, agency administrators, community activists, and academics from a broad range of disciplines have debated and researched the implications of welfare reform in the United States. Most of the attention, however, has focused on urban rather than rural America. W elfare Reform in Persistent Rural Poverty examines welfare participants who live in chronically poor rural areas of the United States where there are few job opportunities and poor systems of education, transportation, and child care. Kathleen Pickering and her colleagues look at welfare reform as it has been experienced in four rural and impoverished regions of the United States: American Indian reservations in South Dakota, the Rio Grande region, Appalachian Kentucky, and the Mississippi Delta. Throughout these areas the rhetoric of reform created expectations of new opportunities to find decent work and receive education and training. In fact, these expectations have largely gone unfulfilled as welfare reform has failed to penetrate poor areas where low-income families remain isolated from the economic and social mainstream of American society. Welfare Reform in Persistent Rural Poverty sheds welcome light on the opportunities and challenges that welfare reform has imposed on low-income families situated in disadvantaged areas. Combining both qualitative and quantitative research, it will be an excellent guide for scholars and practitioners alike seeking to address the problem of poverty in rural America.
